Remove MSXML 4.0 as a requirement for SDL Passolo current and future versions

MSXML 4.0 is no longer supported by Microsoft and therefore is subject to vulnerabilities.  Therefore it should be removed as a requirement for SDL Passolo and upgraded to use the most current supported version of MSXML (currently version 6).

    We will look into this for the next major release as it requires extensive changes in the Passolo software

    A software manufacturer can control the files that are processed so they will not have any risk by processing their own files with an internally used tool.
