Automatically grant permissions to reference files in the project

In GroupShare 2017, permissions are automatically granted to a translator when he/she is assigned to a phase and the current phase is changed to this phase.

But reference files do not have phases and the translator cannot download the reference files unless the permission is granted to the translator.

It should automatically assign permissions to all the reference files in the project if the translator has the permission to translate any files in the project.
