Add ability for pretranslation to mark 100% and CM as signed off or translation approved

Currently, pretranslation only allows 100% or CM to be marked as translated. It is preferred that we be able to mark 100% and CM as signed off or translation approved so it is clear to linguists in review steps what has already been previously worked on.
