Generating a customer quote without the need of adding the Copy Source to Target step in the workflow

Currently, in TE, it's not possible to create a custom workflow for proofreading PDF files only, with the following steps only: Engineering > Customer Quote Generation > Customer Quote Review > Customer Quote Approval > Project Planning > Desktop Publishing > Final Check. Apparently, the Copy Source to Target is a necessary step for calculating a customer quote.
