Implement global QA rules

Currently QA rules are managed at the project template level. Most of our project templates use the same set of QA rules so it would be much easier to change one global rule set as opposed to having to make a change to the rules many times in each project template.

Still wanting global rules. We've had some instances where we think we made a change for all templates, but a couple were missed even though the templates have the same rules. The current set up is not scalable.

We'd greatly appreciate if we could have global rules. It is time consuming when we make changes and sometimes we make a mistake when having to change 20+ rules.
