Currently we have 25 projects that are already over a year old, and we have more projects that will be older than a year later this quarter. They vary in most relevant aspects, i.e. they are different file types, languages, word count, etc. For all of them, they all have due dates that accurately reflect when we expect to complete the project so if the auto-complete project function reflected the project due date instead of the project creation date, it would be a lot better for us.

We've had both cases. A third reason is that our priorities change, so a translator may put a project on hold to take care of something else.
