QA Checks deny

Since QA checks often report mistakes that are actually wanted, it would be helpful to have the possibility to deny QA checks in specific segements.

    Automatically run the QA checks at completion and don't let the person continue if there are open issues.

    Allow the translator to acknowledge / confirm any QA check issues. (Subtly different to preventing the check on offending segments.)
