To maintain comment version history and provide for comment-level permissions

Currently, users assigned to relevant linguistic tasks have the ability to edit existing segment-level or file-level comments added by other collaborators. When the comment is modified, the system updates the author information to reflect the user who last edited it, and the original authorship details are not retained. The underlying reason for this behavior is that segment (or file) comments do not maintain a version history or comment-level permissions.

The idea is to enable both features so Trados preserves comments' history and comments' ownership, hence upping members' and guests' accountability while using the system.
