Allow importing filters for filter penalties in project templates

There is no way to import a TM saved filter to use and penalize matching (or non-matching) results in project template settings > translation memory and automated translation > filters. If you want to apply penalties during analysis and pretranslation, you'll need to create the filter from scratch. It is a pity when you have tested a complex filter in translation memory search and then you want to apply it as penalty trigger, particularly for multiple-languages projects.

Please allow saved filters to be imported in templates.
