Change the default setting for Translate to "Translatable (except in protected content)"

When creating a file type in Studio, the default value for Translate setting seems to be "Always Translatable", but it should be "Translatable (except in protected content)".  Otherwise, the user has to set the value manually for all tags in the file type that contain translatable text.  This is happening with the .ini file created by SDL Trados, which did not contain this setting specifically, so when you import a new file type from the .ini, it didn't seem to default to "Translatable (except in protected content)".
