Use only XLIFF files with correct language combination for target languages

We have a Studio project with 10 target languages. We have 10 source XLIFF files where the language combinations are specified.

Studio should only use the correct XLIFF file for each target language, not all XLIFF files for each language (I could've sworn this was the default behaviour before).
