There should be a straightforward/configurable way to leverage (penalised) TM across the same base language. I'd like to see this as a simple true/false choice in the tm.properties.
Examples:
A project with source de-DE and target en-UK should leverage TM with source de-DE and target en-US;
a project with source de-CH and target fr-CH should leverage TM with source de-DE and target fr-FR; etc.
Ideally, a TMX in a WSXZ file that does not match the exact project locales should map to an AnyTM in Trados and maintain the original locales.
