There is no out-of-the-box means to trigger an email when a user attaches a file to an attribute, this would need to be a custom servlet that included the means to send emails to Task claimants.

Reference files added to the project on a later stage

Sometimes our clients add reference files to the project when the package was already downloaded and is already in translation.

Here, the translator resp. the current assignee should receive a notification.

Then the download should be easily possible without exporting the WorldServer package again.
