As a project manager submitting content for translation I might not only be interested in how much it will cost me but as well how long it is approximately to take to get the content translated. This might e.g influence the due date that needs to be set.

You could start calculating the time required on average for each match category (in e.g. seconds), which would allow you to get a scoping report that gives you the number of seconds the translation will likely require to get processed.

Unfortunately it currently is not possible to add custom currencies (here: seconds) to the cost models.

Would it be possible to add this functionality, including the possibility to not see the seconds in the scoping report but rather the calculated hours/days?

Currently it is only possible to get such reports via WS customizations, but it should not be too hard to modify the existing functionality to allow getting a time estimate.
