Ability for SMEs to edit topics after check-out in Collaborative Review while offline

Collaborative Review should have intermediate cache capability for SMEs to save changes on local machine after he/she disconnects from network so that editing can happen offline with ability to finish editing (check-in topic) after SME is back on network.
