Allow admins to track the publishing data for a target doc

The idea would be that the admin could configure the CCMS to publish a specific document at a specified time during the day. The CCMS would then track the data from the publishing logs of that document and make them available to the admin in some digestible format.

Admins struggle to gauge performance of the CCMS and of the OTs. One thing that we have done routinely to gauge the performance of our batch and database servers is to publish a specific document, at intervals, over a specified period of time. We then compared timing of the publishing events to understand changes in performance of the servers. Since the content of the target document remains static, we can observe changes in the database download times as well as the batch server processing times. Admittedly, these are crude performance measures, but they have proven to be effective.
