Referring to the link below, the standard UI behavior for a draft comment is an <inlinegenericicon> with tooltipquery to show the contents of the draft-comment. It's possible to redefine this behavior. For example:

            <label>Draft-Comment</label>

               <menuitem id="insert-draft-comment">

Coming back to this, is the rendering behavior for <draft-comments> configurable? Community member Devin asked about styling elements in Draft Space in this idea. But I don't see the element in the configuration options and am not sure what's possible. Thanks!

There is out of the box rendering behavior for the <draft-comments> element but not a menu option.

Yes, it is possible. Please refer to this documentation on how to render elements not shown out-of-the-box and how to add custom menus to insert those elements.
