Be able to easily control tab order in "Select Template" dialog box in all tools

The order in which tabs are presented is not consistent across the different Docs tools:

  • Web client: alphabetical order
  • Client tools: appear in the order in which they were created

My request is that we can control the order in which the tabs appear and that the order be consistent for all tools.
