Enable the capability to import mixed content (Standard + Without conversion) into repository as supported in Content Importer 13

    Our external conversion services team, searches through our reusable information (hazardstatements, trademarks, corporate info etc.) and includes conref's as part of the DITA XML conversion job. This helped us to eliminate manual work during post conversion cleanup phase and aided in cycle time reduction. We were able to import such content prior to our upgrade to TD14 SP4. Since upgrade, we lost that functionality in Content Importer 14.
