In Draft Space or Review Space, authors and Reviewers want the ability to re-open a Resolved comment

We have added a Resolution Type of "Awaiting Clarification" so that review comments that are vague can be resolved without full information. This has led to a request to be able to effectively "Re-open" a resolved comment. 

There may be other reasons to do that as well, in the case where Reviewers feel the resolution is not adequate and they want to contest the resolution. Today, they need to add a new comment, which leads to clutter and does not tie the comments together as they should be ... any plans to allow a Re-open capability on Resolved comments?
