Make it easier to reorganize a document

It is hard to restructure a publication because you cannot select a "Chapter" and simply move it beneath another "Chapter" to turn it into a section. You must delete the "Chapter" and then add it back into the desired spot.  I would like to just move it.  Could you change the product so that whatever is in the left-most position is a chapter, without the explicit designation?  I am using Tridion Docs 13.0.1
