Currently, if a user needs to edit the metadata (properties) for a released file, the user must have full system administrator privileges. This is problematic, because we have multiple use cases where we need to update the metadata for released files.

Most importantly, we need to assign taxonomy-related metadata values to released files throughout our repository. To accomplish this using the currently available Tridion Docs permissions, we would have to give full system administrator privileges to all of our authors and information architects, which is not feasible.

To ensure the security of our repository, we need a new administrator privilege that allows users only to edit and save metadata on released objects.
