Split Translation Jobs by language when they exceed the maximum job size

As a translation coordinator or localization supplier,

I want a job in TMS to contain the complete set of topics for a language instead of the topics for a language spread out over several jobs

So that I can provide reporting and updates by language, without having to manually compile data from multiple jobs and so that other language-level management tasks are done only once and not once per job.

Given I have created a translation job in Tridion Docs and the job exceeds the maximum job size, as defined in the TO (Translation Organizer) in Tridion Docs, 

When the job is split before delivery to TMS
Then the split is done at the language level and not the topic level. Each split jobs contains a complete set of topics for one or more languages.
• Small jobs, that do not need to be split, will not be impacted
• There is no use case for a job that is so large that a single language would exceed the maximum job size. The job size in TO is currently set to 5400000 (bytes, uncompressed).
Example:
Current behavior: A publication sent to translation for 20 languages is split into 5 jobs. Each job contains some topics for all 20 of the languages. (Languages are spread out across all of the jobs)

Desired behavior:  A publication sent to translation for 20 languages is split into 5 jobs. Each job contains all the topics for 4 languages. (A job will contain one or more complete languages)
