I can see 2 main use cases:

  • notifications of upcoming service windows, that will show when you log in
  • user is already logged in and using the system, but will need to get a notification of an alert that there is a service degradation 

Alert/status bar on top of GUI

In case of need I would like to have the oppertunity to put an alert message on top of the GUI to everyone who has access to the gui. Only admins can set an alert, for instance: "We're aware of the current publishing issues. We're looking into it." This alert is shown in the standard gui and publishing view.
