This is planned to be delivered as part of Tridion Sites 10 as a new lock management right
SDL Web 8.5 has new Publication Administration Right that allows a user to be a "local admin" within a publication:
For the described use case, a lead content producer should have the Publication Administration Right. It will allow to check-in items locked by other users without involving System administrators.
Update (2018/06/20): Updated idea title from "Checked-out items inside Tridion" to "Ability for Non-Admins to Manage Checked-out Items" to make the idea clearer in the list.
