Since it's introduction in SDL Web 8 in 2015, Topology Manager items are managed using PowerShell scripts. It would be good to to have a GUI accommodating reading, updating and removing Topology Manager items.
Indeed, as was mentioned by Mark there is a read-only support under Topology Management node in frame navigation
As well there is a possibility to create a mapping under "Publishing" tab of publication properties
