One deployer instance for all workflow states

We have 5 deployer instances to serve all 5 states of workflow. Vulnerability fixing and any remediation/hotfixes has to then be deployed/applied on all the deployer instances. In order to simplify the architecture, can one deployer instance serve for all workflow states.

This is only possible if you don't have separate target/environments for each workflow state. However, there are no plans to support a single deployer to support multiple environments.
