Yes, it's mandatory now for all businesses and freelancers to issue electronic invoices through the internal revenue service's website (www.sii.cl). I don't know about law requirements, I'm afraid, but the transition to electronic invoicing is mandatory and in the case of businesses all ledgers are electronic now and all invoices are as well. Here's some of the FAQs this http://www.sii.cl/preguntas_frecuentes/catastro/arbol_documentos_tributarios_1177.htm and they recommend translating using online translators (http://www.sii.cl/translation/traductores_ingles.htm). But it's like any other invoice, I guess, everyone is assigned a social security/tax ID number at birth and you can issue e-invoices directly from the internal revenue service's website, file your taxes based on that information, etc. It's quite handy :D
