Could you please let us know if there is an option on Language Cloud in order to export translation package as in Studio?
For example, a LO has no access to LC and we need to send the package offline - Is there any way to export a package that includes xliff, TM, Word count log, etc?

Can you open the cloud project in Studio and do it from there instead? There is no package management feature in LC yet.
