In summary:
It is possible for you to integrate your Cloud Termbase into a local studio project.
This has been true for quite some time.
Menus and access to Cloud Translation Engines is also showing in Studio project settings, and I have managed to get it to work.
But its not as robust as one would like at this early stage.
When it comes to leveraging from TM's its best to use a Cloud Project Template, either directly in Trados Live or in Studio.
