Any guidance on the issue would be greatly appreciated.
Thanks for everyone's suggestions. Unfortunately none of the suggestions work. I did notice that, when the Internet was out briefly, a project prepared fine with access to SDL Language Cloud blocked, so the problem may be with Language Cloud.
