Hi,
I purchase 2017 Freelance Plus at the end of 2017. I immediately activated one license on my desktop PC and planned to use the second on a laptop. I have now bought a laptop and would like to install Studio on this too. However, according to the Licenses section of the SDL Website, no free license is available. How is this possible? Can you please help me resolve this so I can work on my new laptop as well.

After checking your account it appears you have already used both activations-
To simply return one of the above activations- log in to your SDL account and click on
This will allow you to return one of the activations to use on your new machine.
