To be able to run Studio 2019- your operating system needs to be able to install (minimum) .net framework (4.7.*).

From your screen shot, it appears you may have an unsupported (older) version of Windows-

Here are the minimum requirements (although Windows 7 will no longer be supported from early 2020)

I actually have Windows 8.1 and I tried installing .net framework (4.7.*) just in case but it won't let me. It either says the Windows Update service is unavailable or that there is no module installation programme. I tried fiddling around, as I do have Windows Update, but nothing changes.

I think there are a couple of issues here.

First of all ensure you are logged on to the machine as admin (and not as a secondary user).

Now follow through the advice on the following two Wiki articles-

Please be patient as this can take time and Windows updates sometimes have to be run through a couple of times before you are successful.
