Trados Studio 2019 - transfer to new PC?

Hello, 
 
 I am having problems transferring my Trados license to my new PC. My old lap top completely crashed and I can't even turn it back on. From what I remember, I am supposed to now download the software to my new PC (lap top) and then deactivate my license on the old lap top through this software and activate the license on the new lap top. 
 I tried downloading the software but it doesn't seem to transfer. Also, the "reset license" in my account of licenses does not exist. 
 I would appreciate some help.
