I uninstalled Trados 2017 and downloaded Trados 2019, but forgot to deactivate the license for the 2017 version. Please let me know how I can deactivate it (2017 version) after uninstalling the program from my PC. Thank you.

If you upgraded then it all makes little difference as you no longer have a licence for 2017. If you purchased a 2017 AND a 2019 licence, so you didn't upgrade, then you can recover your 2017 licence using the sefl-service routine in your MySDL account.
