Suddenly the program does not start (Trados Studio 2017).
I havereturnes the license, downloaded it again...does not work....
Whan I click on the desktop icon or any SDL Trados Icon it renames with an old bilingual file...

I don't understand what your problem actually is. You titled the post "Activate licence" but then talk about the renaming of an icon with a bilingual file? What does this mean?
I'm sorry... probably I'm being dumb here, but perhaps you can provide some simpler step by step explanation of what your problem is?
