Please make sure that all Windows updates are installed on your computer and then try to run the Studio installer as administrator (right click on the installer and then click on Run as administrator.).

If you have the same error message click on Details to see what component can`t be installed and try to install it separately. 

You can also try to install Studio 2021 manually following the steps from this article: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0029227
