I've been trying to change the languages I initially selected when I installed Studio 19 last year but to no avail. I've tried deactivating my licence a few times as other users have suggested but that doesn't seem to work. Please could someone help?

That will not work. Normally running a repair installation will work using the windows control panel, but the most effective solution is this one.
