License stops working after hardware update

I recently upgraded hardware on my computer (mainboard, CPU, RAM) and now my Trados Studio 2019 is no longer working (I have a single use freelance license). If I try to open the program, it says the evaluation has expired. On my SDL account, I see that my license is shown as in use. I assume that the major hardware changes mean that even though the hard drive is unchanged, Trados thinks I'm running it on a new PC. I don't see any way to deactivate and then reactivate the license since it is actually the same installation and I can no longer enter the program. I also no longer have my old hardware, so I cannot try reassembling my old PC and deactivating.

I tried resetting my license in my SDL account but that led to an error.

How can I get my license to work again? Also, there really should be customer support for such a basic issue (I cannot access the basic service I paid for), but apparently I can't lodge a service ticket unless I pay for a support plan. Is there really no way to get customer support?
