Activation of the second user for Trados

Only one user is activated from my Trados license.  When I try to activate the second user, the message "No licenses are currently available for the specified activation code" appears.  This has been happening since Saturday, December 12. No one else has my account details, but my team (2 partners and I) and none of us can activate a second user.

Does an activation code have an expiration date?  I have SDL Trados 2019.
