I'm having several issues with my SDL 2019. The latest one, it is missing as an option/program/app) to open Studio packages or any other Studio file, including xliff. It is also missing from the Windows 10 function called "Choose default apps by file type.
I have been using SDL 2019 for over a year now, and this is the first time I have this issue.
At this point, uninstalling Studio might be the best choice, but it is also missing from my list of programs/apps.
Any suggestions?

Are you sure you have it installed!
If you can't see it I suggest you download the installer and reinstall first. That may also trigger the file association which is what I think you were referring to? Take the latest 2019 installer from this KB article:
