For Freelance licenses is not necessary to deactivate the previous Studio version, 2019 in your case. More details in the license upgrade article: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0039975

However, if you want to bring Studio 2019 in the activation state you can delete the Studio.lic file from C:\ProgramData\SDL\SDL Trados Studio\Studio15\Data while Studio 2019 is closed. 

Can you provide more details about what`s happening when trying to install Studio 2021? Do you have an error message?

Thank you for your reply. I've tried to install 2021 without deactivating 2019. However, the installation could not complete and I received the following error message (Error number 1603):
