Do you get some error message when you try to access your SDL account ? - If so, please clear cookies, caches and retry using a different browser than the usual one.
Once you are in your SDL account, in your Downloads section, you will find this: SDL Trados Studio 2019 SR2 CU7 and press the Download button to begin the installation.
If you wish to move the license to a new PC, please check the steps in this article:

Firstly, I tried with chrome and I could not find SDL Trados Studio 2019 SR2 CU7 download icon on the account page.
Now I am using with Edge and I can see this icon on that page. I don't know why...
Anyway the problem is fully solved.
