You don't need to deactivate it, just process the upgrade in your SDL Account.

I tried but when I click on the Upgrade button the next message appears: 

Process Upgrade

In order to process this upgrade, please return any in use activations.

How can get the activation code?

You can reset your license following the steps from this article: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0038545

Then you should be able to upgrade it to 2021 version.
