Cannot Upgrade Trados Studio 2017 to 2021

 When trying to reset my Studio 2017 license to complete my upgrade to Studio 2021 I get an error message:

The order pending to apply upgrade is:

 Freelance licenses can be upgraded without deactivating them from the current computers. You can go ahead and process the upgrade but if you want me to reset the license let me know.
