Error message Sdl.TranslationStudio.Api.ProjectManagement.IProjectManagementService. and I cannot deactivate the licence offline.

Hi! 
 
 I get this error message when I try to open Trados Studio 2017 'Sdl.TranslationStudio.Api.ProjectManagement.IProjectManagementService.'. I tried to delete the file projects.xml, but it did not work. 
 I tried to deactivate the licence offline to uninstall/reinstall Studio. I received an email with the offline deactivation ticket, but I cannot get the Deactivation Certificate.
