I am trying to deactivate SDL Trados 2019 to upgrade to 2021 Freelance plus but when I try to deactivate it comes up with "Deactivation failed. Login for this product key has been restricted. Contact the system administrator for assistance."
Can anybody help, please?

You receive that error message because the 2019 license doesn`t exist anymore as it was already upgraded to 2021.
You don`t need to deactivate Studio 2019 but if you want to do this follow the below steps:
Note: If you can't find the path above open Windows File Explorer, click on View and check "Hidden Items" checkbox.
