Second license for Translator Plus not available

In my account the Licenses section shows that I am using both my Freelance Plus licenses but this is not the case. I've only ever installed it once and now that I want to use it on my new PC I find I can't. Is it possible to reset the licenses to correct this?

Second question: can I have my AutoSuggest Creator add-on attached to both licenses and if not, is it possible to disassociate it from the license it's currently attached to and move it to a new one?
