You can download Studio 2019 from your SDL account > Products & Plans > Downloads or from the following link: https://downloadcentercdn.sdl.com/TP/Trados/T2019/SR2/CUs/CU8/SDLTradosStudio2019_SR2_CU8_3007.zip
In order to activate the license on the new computer you need to deactivate it from the old one from Studio > Help > Product activation. If this is not possible try to reset it from your SDL account as described in this article: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0038545
