I`ve checked your account and you have one activation available. Can you try to activate that one on your new desktop and see if it works?

If I do an upgrade on my new pc will I still be able to use the one on my laptop? My laptop has 2019, the update is 2021.

As long as you don`t deactivate Studio 2019 you will be able to still use it even if you upgrade. For Freelance licenses you can upgrade the licenses without deactivating the previous version: gateway.sdl.com/.../communityknowledge
Please note that you cannot upgrade only one seat of your license, it will upgrade both seats from 2019 to 2021.
Even if you upgrade your license you can use both Studio 2019 and Studio 2021 on the same machine as described in this article: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0033843
